Generally any decoration based on a fish is a wish for abundance. Many children, lots of food, lots of happiness. When in pairs, fishes are also a symbol for marriage.
This dish is probably intended for the South East Asian export market and either Japanese or Chinese. A best guess for a date is the 1930s when the Japanese influence was particularly felt in China.
